I think it really is. I can see in the photo an arm (at the bottom )for controlling the steer. I think this arm should be attached to the wheel wire. As you can see in the photo the wheel wire can move loose until you control it with this arm

yes they come with all parts for steerable tail wheel

Yes it is steerable, take a look at my Blog on RCGroups**** in my 60" Wingspan P51 build. I have several photos and a video of the tail retract on there... Mudman1959

I can't really imagine how this could be steered. If you attach the control arm to the wheel wire, the arm will be moving up and down together with the wire when retracted and lowered. How can you then attach the system to the steering servo (which is always fixed to the fuse)? :o

The thin wire is for centering of the steering for when you retract the gear but I had no luck using it and ended up removing it later on. I have several photos on my blog at RCGroups**** for my 60" P51 build that shows it installed... Mudman1959
