No. It's flexible. That would be like trying to push something with a piece of string. You need to have a wire going to both sides of a control surface with this.

That was meant to go below in answer to Joshua but answering from the Hobbyking answers section on my account page did that.
It's not working right with the recent changes Hobbyking.

What do they mean by pull pull coated steel wire? Can i use it to push and pull?

It means it should not corrode, perfect for pull/pull if that is what you mean.

It is a cable that only serves to pull or push something soft (accelerator engine), if you want to push you have q use a metal rod or talk (ID: OR015-00601)

Good quality cable. You can put this on a 120 size plane with high torque servos. They will never strip. also buy the cripms for this. good value for money.
