Is this woven or longitudinal fibers only ? Can be easily cut with a cutter in 3mm wide strips? Or with a balsa strip cutter ?

It's near enough 0.3mm carbon sheet. True carbon, as it's conductive. But it consists of unidirectional, unwoven rovings, making it not very stiff. It's suitable for strengthening surfaces, but not really stiff enough to use on its own.
