these are trim tabs, to keep the boat level in all axis, can also help adjust balance by effectively extending the length from the transom, back a little,,they can be very useful to save other major work , if balance is a problem.

good quality spray strips i would of given this item a 5 star but out of the 4 sets i orderd they where all missing 2 maine screws that screw down on to the spray strip to adjust the level where missing.
the ones that hk have with this kit is wrong size.. but for the price pritty cheap you will have to find screws to match the thread.
