I would use:
52mm rudder
55mm stinger
a 2040 4300kv (from Hobbyking)
water cooling from r2hobbies
 
Your schematic how to install the hardware is totally wrong (sorry)
 
You have to install motor and shaft in one line ! no unversial u-joints 
 
normally you install the shaft so, that the beginning of the propeller blades is 10% of the hull length from the Stern, means in this case 38.5 mm. And it should be at a 2° Angle.
 
Look at the red boat on page 14 and 18 in the link:

By the way www.rc-raceboats.de/forum has a nice forum, even with a english section.
 
Or you try rumrunners, its an american forum for Fast Electric boats.

that skmatic i found i just put it there so i knew what stuff was called. So a 52mm rudder or maybe a 75mm i am starting to think 75 from stuff i have read.. like one spot i read 52mm is good for 12-15in but whats 1 extra inch.

So any idea how fast about this size with that motor on 2S will go i have no idea i am new into boat's

Speed should be like here:
 
 
the problem is that the Hull has no steps and will be a little bit harder to set up for high speeds. But it will be enough to p*ss your pants, since its your first raceboat.Big smile
 
And start with a small propeller, say around 29 mm diameter.

Thats exactly what i would do next time it floods. Lucky in texas flooding happens very easily considering for 90% of the year it never rains. Dead
